We operate under heavy regulation. Can we really change processes without creating compliance risk?

Six Sigma tends to reduce that risk rather than add to it. The Analyze phase forces a distinction between controls a regulation actually requires and steps that merely accumulated over the years — and the Control phase documents the improved process in a form an auditor or market-conduct examiner can follow. Most teams find their process is more defensible after a project, because it finally runs one consistent way.

Is this only for carriers, or does it apply to TPAs, MGAs and brokers too?

It applies to any organization that moves submissions, claims, endorsements or service requests through a pipeline — which is the entire distribution and administration chain. TPAs live and die on claims cycle time and client reporting; MGAs on submission throughput and binding turnaround; brokers on clean handoffs to markets. The tools are identical; only the process maps differ.

Our core-system roadmap dominates everything. Is process work worth doing before a platform migration?

Yes — arguably especially then. A large share of delay lives between systems: manual queues, inbox handoffs, rekeying and fallout that no platform ships a fix for. Improving those flows pays back immediately, and a team that has mapped and measured its processes enters a migration knowing exactly what the new platform must do — instead of paving the old cow paths in new software.
